MoRD, Govt. of India has launched National Rural Livelihoods Mission (NRLM) by restructuring and replacing the SGSY w.e.f. 1st April 2013. The NRLM has subsequently been renamed as Aajeevika and launched as Anandadhara in West Bengal. In November 2015, the program was renamed Deen Dayal Antayodaya Yojana (DAY-NRLM).

The Background
The background was, in August 2014, the Additional Secretary, MoRD, GoI and National Mission Director, NRLM visited WBSRLM and in course of meeting with WBSRLM, it was decided that the State may choose to set up Partnership blocks taking into consideration the field presence and activities of the partner NGOs in these blocks proposed for such collaboration. These blocks will be developed to become the Model Blocks and will run the home grown models of the state.
The scope of the Partnership is as follows:
- To strengthen the implementation by arranging for technical assistance and implementation support of NGOs which have significant expertise in supporting SHGs from formation up to a matured stage of operation through their CBOs and in order to get a head start from the already existing base of social mobilisation.
- To build up ‘Home Grown’ Models for WBSRLM.

Nabagram created the Model
Beginning of the Journey of Success of a Mission
The West Bengal State Rural Livelihood Mission (Anandadhara) engaged Calcutta Society for Professional Action in Development (SPADE) as an empanelled Resource Organization of the Ministry of Rural Development Department, Govt. of India for effective implementation of the programme in Nabagram Block, District Murshidabad through signing a MOU between DMMU, Anandadhara District Office – Murshidabad and SPADE on 15th January 2015.
SPADE has provided a team of Development Professionals who are working with DMMU to implement the Anandadhara Project in Nabagram Block which has been made a Model Partnership Block.

From the desk of Secretary:
It is a matter of pleasure that SPADE successfully completed the 3-year Model Block Partnership Project at Nabagram, Murshidabad on 31st March 2018. The project started through signing a MOU between DMMU, Anandadhara District Office – Murshidabad and SPADE on 15th January 2015.
During this period, SPADE had deployed a team of Development Professionals who were working with the DMMU to implement Anandadhara Program at Nabagram Block in a Model Partnership Block mode. At the beginning, an Immersion Workshop was organized at Nabagram Block on 12th February 2015 wherein all the existing Sangha Leaders, DLT members, Block, and DRDC officials were present. The program was chaired by the District Mission Director, DMMU and Hon’ble District Magistrate, Murshidabad.
Now, as per the Annual Action Plan 2017-18, SPADE team facilitated implementation of the program under the guidance and supervision of DMMU – Murshidabad and BMMU – Nabagram for the economic and social empowerment of the poor women in the said Block.
During the MOU period, some of our major achievements could be summarized as under:
SM and IB
- Around 81% of poor households are in project supported SHGs (figure includes covering around 6000 HHs in SHGs formed by PACS and NGOs).
- 99% Upa Sanghas have been formed.
- Sangha Samabays have been formed at all 10-Panchyats and completed 2nd Annual General Meeting.
- 7-Nos. Sangha Samabays are Graded “A” & 2-Nos. Graded “B” (one yet to be done).
Credit Linkage
- 1528 (69%) SHGs are now Credit Linked
- Strengthening CBRM Committees at Banks & organizing the special BLBC meetings foster the bank linkage process & monitoring
- Organizing the half-yearly credit camps & observation of SHG Day
- Average credit size per SHG is increasing over the years
- NPA amount is only 2.00 % on total outstanding as on March 2018
Sangha Samabays
- All the 10-Samabayas are functioning as Bahumukhi Samabayas Samities.
- 90 % SHGs are enrolrd in Samabayas.
- The rolling of CIF has completed 2.10 cycle and apart from lending, the Samabayas also running savings deposition from members.
- The recovery of loan is 96.11%.
- All the 10-Samabayas have completed 2nd year AGM.
- Convergence with other departments specially SHG and SE Dept., Food and Distribution Dept., Agri Marketing Dept., Livestock Dept., MGNREGS and others.
I sincerely believe that these are the results of an well-orchestrated effort of not only the SPADE Team but also of the Honorable District Magistrate, DRDC Officials, BDO, Block level Officials, WDO and many others who have directly or indirectly participated in the process. I am extending our thanks and gratitude to all of them. I hope all of them will help and support the Program even in the days to come and shall make the Anandadhara Project a grand success.

Ranaghat – I: Another Milestone of success
Group Formation
In 2015 – 2016, a Total number of SHGs under SRLM fold is 1488 from 17459 Households, of which number of SHG members having own savings account are 7840 and members covered under insurance schemes are 6538.
In 2016 – 2017 New SHG formation crossed the target from 400 to 414. All members of the groups had their individual savings account and covered under different insurances.
In 2017- 2018, a total no. of 2136 SHGs formed spread across the 10 gram panchayats of Ranaghat 1.
Strengthening Institutions
In 2015 – 2016, number of Upa Sangha was 100 with registered Cooperatives numbered 8. There are examples of 100% loan repayment from the SHGs and a presence of vibrant livelihood activities.
In 2016 – 2017, another one cooperative has been registered and 9 out of 10 Sanghas are now working independently under multipurpose cooperative act of the state.
In 2017 – 2018, All 10 Sanghas are in place and registered under the cooperatives Act.
Financial Inclusion
Rs 25.35 Lac RF released and disbursed which is above the target. Rs. 96.48 Lac CIF released and disbursed through MIP. Amount of CC reached a record Rs.631.7 Lac.
Loan repayment of all sorts are 100%.
Through participatory process the following skill building and livelihood promotion related trainings were imparted to the SHG members on ARD, CMSA Boutique, Tailoring, Mushroom cultivation, SRI, Flower and vegetable cultivation, Skill training on life jacket making, Kantha stitch, Nursery.
In Year 1 total 112, in Year 2 total 1101 and in Year 3 total 2220 were trained.
- Progress of SHGs formation from 990 to 2136.
- Progress of Upa Sanghas formation from 45 to 100.
- Progress of Sangha Samabayas formation from Nil to 10.
- Election cum AGM conducted from NA to 8.
